The nature of Hal is such that once the final version was released, the core design was set in stone for the rest of its lifetime.

Hal will be governed by a DAO where Hal's are the only members allowed to participate.

The value of the vote represents the amount of Coins the Hal have staked at the time of the vote.

Profits:

The platform fee and royalty fee are reserved for the founding team to maintain the operation, profits should not be more than 5% and will be sent to the Mission Control Center wallet.
